PUBLIC PARTICIPATION
The Council may by ordinance establish additional departments, and commissions or divisions thereof, and provide for such boards, officers and employees as it may deem necessary.

All boards and commissions of the City of Twinsburg shall make provision in all public meeting agendas for public participation and such participation shall take place prior to the voting on issues. (Twinsburg City Charter)

AUDIENCE PARTICIPATION GUIDELINES

111.12 AUDIENCE PARTICIPATION; (COMMITTEE OF THE WHOLE).
(a) Persons granted the floor shall address their remarks to the President of Council and shall not engage Council members or other officers of the City to debate.
(b) Tirades are not permitted; nor shall any person utter any profane, derogatory, contemptuous, slanderous, harassing, mean spirited, malicious or false comment or remarks.
(c) The presiding office shall limit to five minutes the time permitted any speaker to address Council.
(d) No person shall address Council more than once at the same meeting.
(e) Members of Council may speak during Audience Participation only by the leave of the President of Council                                                               (Ord. 31-2002. Passed 4-9-02)

111.13 REMONSTRANCE; (REGULAR COUNCIL MEETING)
(a) A resident will have no more than 5 minutes to address Council
(b) Upon arrival, the resident who wishes to address Council must sign in and state topic with the Clerk of Council
(1) Residents will be given the opportunity to speak in the order of signing in.
(2) No more than 3 people to speak on one specific issue, if other issues are listed on the sign in sheet.
(3) Residents will speak on issue that they state on sign in sheet.
(c) Residents will act in accordance with Section 111.12(b) above.
(d) Remonstrance will not exceed one half hour.
