The Engineering Division is responsible for design, construction and inspection of public improvements, reviews of site construction issues, NPDES Compliance, Street Tree programs, grading permits, and storm water management. This Division operates under the supervision of the City Engineer, Ms. Amy Mohr.


PERMITS
Engineering Division administers permits for tree removal and monitors the City’s compliance under the National Pollution Discharge Elimination Permit System (NPDES). Engineering Division permits may be accessed in the forms section of this website. The City Engineer also reviews plans of subdivisions, land surveys, plats, commercial and residential site plans, construction agreements and bonding requirements for private development and provides consultation to the Building and Planning Division related to development regulations and permit requirements.  See Engineering Department Permits tab listed on the left for the actual forms.


STORMWATER POLLUTION PREVENTION PLAN
(SWPPP) are processed through the City Engineer and passed on to the Summit County Soil and Water Conservation District. All sites where disturbance of an acre or more is anticipated must secure a National Pollution Discharge Elimination System (NPDES) permit.  For more information on  NPDES permitting, click on the Storm Water Management Tab listed on the left side of this page, then choose the NPDES Phase 2 tab.


FLOOD PLAIN ADMINISTRATOR
The City Engineer has been designated the Flood Plain Administrator. Under the Engineer’s direction, this Division enforces the City’s Flood Damage Prevention Ordinance for compliance with FEMA’s National Flood Insurance Program. A Flood Hazard evaluation and permit must be secured prior to any development within the designated Flood Hazard District. SITE CONSTRUCTION ISSUES
The City Engineer and her staff provide consultation to other City Departments, developers, contractors and homeowners on utility and site issues. The Engineer is the first point of contact for questions concerning drainage issues, utility records and roadway improvements. This Division also operates and maintains records of utilities, roadways, and physical geography of the City through a Geographic Information System (GIS) and makes this information available to residents, contractors and developers.


STREET TREES AND URBAN FORESTRY
Street Trees and Urban Forestry. The Engineering Division staff includes a City Forester. Under the supervision of the City Engineer, the City Forester manages the tree removal, street tree replacement, street tree planting, and hazardous tree removal efforts.
